3、shadbeenfoundformanyoftheharmfulchemicalsand,moreimportant,becausetheharmfulsubstancescouldbereplacedwithoutnegativeeffectsonemploymentandtheeconomiesofstates. Althoughthethreatofglobalwarminghasbeenknowntotheworldfordecadesandallcountriesandleadersagreethatweneedtodealwithth
4、eproblem,wealsoknowthattheeffectsofmeasures,especiallyharshmeasurestakeninsomecountries,wouldbenullified(抵消)ifothercountriesdonotcontroltheiremissions.WhereastheUNteamonclimatechangehasfoundthattheemissionsofcarbondioxidewouldhavetobecutgloballyby60%tostabilizethecontentofCO,inth
