2、er2002),consideredrecommendationsfordecision-makingemanatingfromvariousformalsafetyassessment(FSA)studiesonbulkcarriersafety.Inparticular,theCommitteeagreedthatacircularshouldbepreparedaddressingbulkcarrierswhichmaynotwithstandfloodingofanyonecargoholdandcontaininginformationontheactiontobet

3、akenincaseoffloodingofsuchholds,makingsurethattheprofessionaljudgementofthemasterisnotundermined.2TheCommittee,atitsseventy-ninthsession(1to10December2004),havingconsideredtherecommendationsmadebytheSub-CommitteeonShipDesignandEquipmentatitsforty-sixthsession,theSub-CommitteeonSafetyofNaviga

4、tionatitsforty-ninthandfiftiethsessionsandtheSub-CommitteeonStandardsofTrainingandWatchkeepingatitsthirty-fifthsession,approvedGuidelinesonearlyassessmentofhulldamageandpossibleneedforabandonmentofbulkcarriers,assetoutintheannex.SomecommoncausesofhulldamagearecontainedintheAppendixtotheannex

5、.3MemberGovernmentsareinvitedtourgecompanies,asdefinedintheISMCode,thatoperatebulkcarriersflyingtheirflag,toissueshipspecificguidance,basedontheannexedGuidelines,tothemastersofsuchbulkcarrierswithaviewtoimprovingtheprecautionarymeasuresandproceduresforemergenciesonboardtheirships.Thisshipspe
