2、allylocatedbutunderdevelopedwaterfrontofTallinn,thecapitalcityofEstonia,intoanareaofnewoffices,touristservicesandup-markethousingisanalyzed.Regenerationideashaveevolvedsincethe1960sandparticularlysinceEstoniaregainedindependencefromtheSovietUnionin1991.[text]A
3、large-scaleredevelopmentproject,involvinganumberofpublicsectoragenciesandprivatefirms,wasinitiatedintheautumnof1996.Thisproject,thelargestprivatepropertydevelopmentschemeinEstoniatodate,isestimatedtocost5-7billionkroons(approximately450-550milliondollars,1997-
4、98estimates)andisexpectedtogiveaconsiderableboosttothelocaleconomyandtheimageofthecity.TherevitalisedwaterfrontisenvisagedasafashionableadditiontoTallinn'scentralcommercialdistrictandasymbolofthecity'sgrowthpotential.Owingtotheinvestmentinterestintheproject,as
5、wellasitspoliticalandsymbolicimportance,waterfrontredevelopmentilluminatestheprocessesofurbanregenerationandlocalgovernancein1990sTallinn.CentralandEasternEurope(hereafterEasternEurope)representsaseriousgapamidstthevoluminousgeographicalresearchinurbanregenera
6、tionandgovernance.OurcurrentunderstandingofurbanrevitalisationreliesheavilyontheexperienceofNorthAmericanandWesternEuropeancities.Consequently,thetheoreticalconcepts,suchasentrepreneurialgovernance,public-privatepartnership,urbanregimeandgrowthcoalition,usedto
7、explaintherevitalisationprocesses,areabstractedfromthesecities.ResearchonurbanredevelopmentandgovernanceinEasternEuropeischieflyempirical.Post-socialisttransformationsarenotconceptualisedinthelightofthetheoreticalframeworkscommonlyemployedtoexplainregeneration
