6、r-ganizedeffortstoreducethebirthratefrom50to40perthousandby1970wereinitiatedinwhatwasthenPakistan.Thatprogramseemstohavefounderedevenbe-foretheWarofIndependenceeffectivelyterminateditin1971.ButthegovernmentofthenewlyconstitutedBangladeshdidnotwaitlongtoreaffirmpopulationc
