4、onmentalandbehav-ioral.Wearguethatenvironmentaluncertainty(i.e.,instabilityandunpredictabilityoftheexternalenvironment)drivestheformalandrelationalarrangementsintoamoresubstitutiverelationshipbyelevatingtheadaptationcomplicationsinwhichincreasingrelia

5、nceoneitherformofgovernanceinhibitstheeffectiveoperationoftheother.Contrastingly,behavioraluncer-tainty(intheformofinadequatecommongroundsandsharedframeworksamongcollaboratingfirms)encumberstheunderstandingofpartnerbehaviorandconductanddrivesthegovern
