4、chcanhelpthemtoperformthebestresults.Performancemeasurementsystems(PMS),suchasBalancedScorecard,focusonorganizationalperformanceandmaybeconsideredasameansofreachingperformanceobjectives.Intheliteraturethereareproposedmanydifferentsystemssotheybecomeamodelsfororganizationsandfordev
5、elopingthenewone.Thebasisinsuchmodelsisperformancemeasurement.Performancemeasurementisdefinedastheprocessofquantifyingefficiencyandeffectiveness[2].Effectivenessiscompliancewithcustomerrequirements,andefficiencyishowtheorganisation’sresourcesareusedtoachievecustomers’satisfactionl
6、evels.Toquantifyefficiencyandeffectivenessperformancemeasuresshouldbechosen,implemented,andmonitored.Theperformancemeasurementresearchareaisverybroadandiswidelypenetratedanddiscussedbothbytheresearchersintheliteratureandbypractitionersintheorganizations.Themostwidelycitedauthorsin
