3、andprohibitionimposedbylawupontrusteesrelativetothemakingofpersonalfinancialgainfromadischargeoftheirtrusts.[2]Thatis,apublicofficeroccupiesafiduciaryrelationshiptothepoliticalentityonwhosebehalfheorsheserves.[3]andowesafiduciarydutytothepublic.[4]It
