4、ethosefeaturesofpublicsectorhumanresourcemanagementpracticesthathavebecomeoutdatedforcontemporaryorganizationsandpositiongovernmentagenciesforthetwenty-firstcenturybymeaningfullyreformingthecivilservice.Thistransformationwouldrequirepublicsectororganizationstota

5、keamorestrategicviewofhumanresourcemanagementandtogivegreaterpolicyattentiontohumancapitalissues.IntroductionIn1989,theNationalCommissiononthePublicService(commonlyreferredtoastheVolckerCommission)issuedareportonthestateofpublicservicecharacterizingitasa“quietcr

6、isis,”whichreferredtotheslowweakeningofthepublicserviceinthe1970sand1980s.Thisperiodwasmarkedbylossofpublicconfidenceinitselectedandappointedofficials,heightenedbureaucratbashingbythemediaandpoliticalcandidates,andadistressedcivilservice.Fordifferentreasons,theq

7、uietcrisisofearlierdecadescontinuedthroughthe1990sandispresenttoday.Thecurrentcrisisisbuildingaslargenumbersofgovernmentworkersareexpectedtoretireinthecomingyearsandnotenoughyoungerpeopleareinthepipelineforgovernmentjobs.Addingtothecrisisisunderstaffedgovernment
