5、alissues.IntroductionIn1989,theNationalCommissiononthePublicService(commonlyreferredtoastheVolckerCommission)issuedareportonthestateofpublicservicecharacterizingitasa“quietcrisis,”whichreferredtotheslowweakeningofthepublicserviceinthe1970sand1980s.Thisperiodwasmarkedbylossofpubliccon

6、fidenceinitselectedandappointedofficials,heightenedbureaucratbashingbythemediaandpoliticalcandidates,andadistressedcivilservice.Fordifferentreasons,thequietcrisisofearlierdecadescontinuedthroughthe1990sandispresenttoday.Thecurrentcrisisisbuildingaslargenumbersofgovernmentworkersareex
