1、长春市城市节约用水管理条例(修正)（RegulationsofChangchunMunicipalityontheadministrationofurbanwaterconservation(Amendment)）Ifthewaterconsumptionexceedstheplannedquota,itshallpaytheadditionalwaterchargeforthesuperplannedwaterwithintheprescribedtimelimitaccordingtoitsplannedwaterconsumption.Thespecificstandard

2、sshallbestipulatedbytheMunicipalPeople'sgovernment.Theunitofwateruseshallsignthecontractfortheincreaseofwaterusefeeandthecollectionofwaterfeeinthesuperplanwiththeadministrativedepartmentofmunicipalwaterconservation.Overplannedwateruseincreasesthewaterfeeandissettledbywayofentrustedcollection(

3、performancepayment).ThethirdchaptersaveswaterTheseventeenthMunicipalPeople'sgovernmentsshallformulateplansforthedevelopmentofurbanwaterconservation.Theadministrativedepartmentforwaterconservationunderthemunicipalgovernmentshall,inaccordancewiththeurbanwaterconservationdevelopmentplan,formulat

4、eanannualplanforwaterconservation,whichshallbesignedbythemunicipalwateradministrativedepartmentandsubmittedtotheMunicipalPeople'sgovernmentforapprovalbeforeimplementation.Theunitsanddepartmentsunderwateruseshallformulatetheplanforthedevelopmentofwaterconservationandtheannualwatersavingplanfor

5、theunitsorthesystem,andorganizetheimplementationaftertheapprovalofthemunicipalwaterconservationmanagementdepartment.Eighteenthwaterunitsmuststrengthenthemanagementofwaterconservation,designateddepartmentsorpersonnelresponsiblefortheworkofsavingwater;theindustrialwaterenterprises,shouldbeinclu

6、dedintheplanofwatersavingtechnologicaltransformationofthetechnologicaltransformationofenterprises.Thenineteenthunitsmustuse,maintain,updateandtransformwatersavingfacilitiesinaccordancewiththeregulations,andensurethenormaloperationofwatersavingfacilities.Withoutpermission,thewatersavingfacilit

7、iesshallnotbestopped.Twentiethnewconstruction,expansionandreconstructionprojects,wemustselectthesupportingfacilitiesforwaterconservation,andwiththemainprojectatthesametimedesign,constructionatthesametime,putintouse.Afterthecompletionofthewate
