1、AgreementonRulesofOriginMembers,           NotingthatMinisterson20 September 1986agreedthattheUruguayRoundofMultilateralTradeNegotiationsshallaimto“bringaboutfurtherliberalizationandexpansionofworldtrade”,“strengthentheroleofGATT”and“increasetheresponsivenessoftheGA

2、TTsystemtotheevolvinginternationaleconomicenvironment”;            DesiringtofurthertheobjectivesofGATT 1994;           Recognizingthatclearandpredictablerulesoforiginandtheirapplicationfacilitatetheflowofinternationaltrade;            Desiringtoensurethatrulesofori

3、ginthemselvesdonotcreateunnecessaryobstaclestotrade;           DesiringtoensurethatrulesoforigindonotnullifyorimpairtherightsofMembersunderGATT 1994;           Recognizingthatitisdesirabletoprovidetransparencyoflaws,regulations,andpracticesregardingrulesoforigin;   

4、         Desiringtoensurethatrulesoforiginarepreparedandappliedinanimpartial,transparent,predictable,consistentandneutralmanner;            Recognizingtheavailabilityofaconsultationmechanismandproceduresforthespeedy,effectiveandequitableresolutionofdisputesarisingun

6、nsandadministrativedeterminationsofgeneralapplicationappliedbyanyMembertodeterminethecountryoforiginofgoodsprovidedsuchrulesoforiginarenotrelatedtocontractualorautonomoustraderegimesleadingtothegrantingoftariffpreferencesgoingbeyondtheapplicationofparagraph1ofArticl
