3、ionofthefutureimprovementofsociety.andtheAuthoratfirstsatdownwithanintentionofmerelystatinghisthoughtstohisfriend,uponpaper,inaclearermannerthanhethoughthecoulddoinconversation.Butasthesubjectopeneduponhim,someideasoccurred,whichhedidnotrecollecttohavemetwithbefore;andasheconcei
4、vedthateveryleastlight,onatopicsogenerallyinteresting,mightbereceivedwithcandour,hedeterminedtoputhisthoughtsinaformforpublication.TheEssaymight,undoubtedly,havebeenrenderedmuchmorecompletebyacollectionofagreaternumberoffactsinelucidationofthegeneralargument.Butalongandalmosttot
5、alinterruptionfromveryparticularbusiness,joinedtoadesire(perhapsimprudent)ofnotdelayingthepublicationmuchbeyondthetimethatheoriginallyproposed,preventedtheAuthorfromgivingtothesubjectanundividedattention.Hepresumes,however,thatthefactswhichhehasadducedwillbefoundtoformnoinconsid
6、erableevidenceforthetruthofhisopinionrespectingthefutureimprovementofmankind.AstheAuthorcontemplatesthisopinionatpresent,littlemoreappearstohimtobenecessarythanaplainstatement,inadditiontothemostcursoryviewofsociety,toestablishit.Itisanobvioustruth,whichhasbeentakennoticeofbyman
7、ywriters,thatpopulationmustalwaysbekeptdowntothelevelofthemeansofsubsistence;butnowriterthattheAuthorrecollectshasinquiredparticularlyintothemeansbywhichthisleveliseffected:anditisaviewofthesemeanswhichforms,tohismind,thestrongestobstacleinthewaytoanyverygreatfutureimprovementof
