1、内蒙古大学硕士学位论文准格尔旗住房保障制度研究姓名：韩彦波申请学位级别：硕士专业：公共管理指导教师：傅锁根20120526准格尔旗住房保障制度研究摘要随着我国经济的不断发展，房价不断攀升，居民曰益增长的住房需求与房价的矛盾愈演愈烈。保障性住房作为国家保障民生，促进社会安定和谐的重大惠民政策，经过十余年的：芡展已取得重大成果。但由于我国幅员辽阔、人口众多兼之保障房政策的：不可复制性，又造成各地住房保障制度的不健全，保障模式的盲目模仿照搬。本文在前人研究的基础上，查阅了大量国内外住房保障制度的相关文献，首先对我国北京、重庆、乌鲁：木齐等具有代表性城市的保障制度进行研究，得出各自模式

2、的优缺点；其次在对美国、德国等发达国家住房保障制度进行借鉴分析；最后，对准格尔旗住房住房保障制度进行探讨，在成功借鉴国内外先进住房制度的同时，结合准格尔旗当地住房保障制度的建设情况，提出针对准格尔旗住房保障制度的对策。本文在参考了国内外先进住房保障制度的同时，并充分考虑到准格尔旗当地保障性住房的发展情况，充分考虑到准格尔旗保障住房的实际需求和建设情况，提出了相应的策略，对准格尔旗加快住房保障制度，切实解决中低收入人群住房问题，构建和谐准格尔旗意义重大。关键词：住房保障制度，准格尔旗．．模式，和谐THEZHUNGEERHoUSINGSECU砒TYSYSTEMABSTRACT、斫t
