3、hreads.Thepasthasfewmorevaluablelessonsforthewarmenacedworldofto-daythantherecordofthebreakdown_ofEnglishlawinthefaceofthe.growingaggressionofuncontrollablecrimeandmobviolence,thefutileandpatheticattemptsbyParliamentformorethanacenturytorestorethepowerofthelawbypassingmorelaws,thefailureofthispoli
