1、华侨大学硕士学位论文中国失地农民问题研究姓名：王仍秀申请学位级别：硕士专业：法学·科学社会主义指导教师：曾亚雄20060601论文摘要随着经济建设的不断发展和中国城市化进程的推进，对农民集体土地征用的力度越来越大，致使一个新的群体———失地农民，正在中国形成。说他们是农民，但他们却没有了土地，说他们不是农民，他们却不能像城市居民那样获得工作的机会和社会保障，他们是被社会边缘化了的一个群体，已经沦为社会的最弱势群体。随着城市化进程的不断发展，这一群体的规模有不断扩大的趋势。失地农民问题若得不到妥善处理，城市化就很难成功。如果城市化不能顺利进行，就势必影响我国现代化的进

2、程，社会主义和谐社会及社会主义新农村的建设也就沦为一句空话。因此，失地农民问题是关系到我国社会主义现代化能否顺利实现的问题，这是一个关系到我国能否实践科学发展观的问题。在构建社会主义和谐社会，建设社会主义新农村的过程中，不能再漠视失地农民生活中的困境。本文首先基于这么一个前提，即：失地农民是中国城市化、工业化的必然产物，但失地农民问题的产生，以至于从社会诸多问题中突显出来，是我们国家在土地制度，征地补偿制度，社会保障制度等一系列的制度性因素使然。本文正是试图从制度主义的视角，运用政治学、经济学和社会学实证调查和理论分析的方法，剖析失地农民问题的制度性因素，并从制度的
