1、摘要应急预案是预先制定的应对突发事件的方案，制定应急预案的目的是为了在发生紧急事件时，及时有序地实施救援，达到尽快控制事态发展，降低紧急事件造成的危害，减少事故损失。但是，应急预案因行业的不同、环境的不同而千差万别，其要求编制者有很强的专业知识和对国家的预案规范化要求有深入了解，此要求使得中小企业的预案编制存在困难。为此，本文介绍了一种利用数据库和软件技术实现的基于模板和三维模拟技术的应急预案生成系统。该系统利用.NET平台和C#语言工具设计和实现一种应急预案生成方法。应急预案生成系统使用三层架构和MVP(ModelViewPresenter)

2、模式进行总体架构设计，根据应急预案生成需求进行功能模块划分。整个系统采用面向对象的方法，利用模板技术、三维演练技术、Word文档生成技术、ORM(ObjectRelationalMapping)技术、Lucene等技术进行设计和实现。应急预案生成系统从数据访问层、业务逻辑层和表示层三个层次进行设计和实现，并通过对系统的测试证明其达到生成预案的需求。本系统利用模板技术保证预案的规范性和切实性，利用三维模拟证明了预案的合理性，同时降低了预案的编制难度，减少了编制时间。关键词：应急预案演练数字预案ORMMVPAbstractEmergencyResp
