2、，运用生态足迹方法，修正耕地和建设用地产量因子，对齐齐哈尔市2001～2012年生态足迹、生态承载力和生态赤字，盈余进行定量计算和分析。结果表明，①齐齐哈尔市耕地和建设用地产量因子均为1．78，人均生态足迹增长幅度较大，生态足迹呈上升趋势，土地生态足迹需求量大幅提高；②区域土地承载力略有增加，增加幅度较小，土地所能提供的生物生产面积有限，增长潜力不大；③区域土地生态安全度下降，生态压力指数大幅增加，出现严重生态赤字，且生态赤字不断扩大。结果显示，齐齐哈尔市生态环境已处于不安全状态，可持续发展受到威胁，应走集约化工业道路，采用严格控制耕地质量以及
