3、onalandnationallevelsuchasAfricanYouthCharter,PanAfricanYouthUnion, 3.Notethesocio-economic,political,environmentalchallengesfacedbyyoungpeopleinAfricaespeciallyunemployment; 4.Furthernotethatyoungpeopleconstitutewellover50%ofthepopulationinmanyAfricancountries, Herebyc
4、allupontheAfricanheadsofstateandgovernmentto: SetupandsupporttheestablishmentofOneStopYouthCentres(OSYCs)ashubsforyouthdevelopmentandempowerment Encourageeachcountryto,whereunavailablewhereexistingestablishandstrengthen,alegislativeframeworkforthefunctionalNationalYouthC
5、ouncils(NYCs)withclearmandateandroleswhichincludescoordinationofyouthgroups,organisationsaswellasyouthinstitutions Ensurememberstatesmeaningfulinvolvementofyoungpeopleinthebudgetarysystemofthecountryandmanagementoffundsallocatedtoyouth Whereunavailable,formulate,whereexi
6、sting,updateandreviewyouthpoliciestakingintoaccountlessonslearntandensuremeaningfulparticipationofyouth Considertheyouthempowermentindextobeabenchmarkasasetofcriteriatomeasureprogressandcommitmentatcountryleveltowardsspecificindicatorsrelatedtoyouthempowerment. We,callup
7、onallregionalbodiesto: EncouragetheestablishmentofOSYCsatthenationallevelwithclearcoordinationmechanismsoftheiroperationsandestablishaplatformforexchangeattheregionallevel Putinplacepolicyandinstitutionalframeworksthatprovidefortheestablishmentoffunctionalyouthcommission
