2、ousglobaleconomiccriseswereusuallyaccompaniedbyfrequenttradedisputes.TheUnitedStates'erectionoflarge-scaletariffsin1930,forexample,triggeredaretaliatoryglobaltradewar.Duringthetwooilshocksinthe1970sand1980s,tradefrictionsemergedwhenmajoreconomiesattemptedtoincreaseexportsbydepr
3、eciatingtheircurrencies.Andinthewakeofthe1997Asianfinancialcrisis,therewasanotableuptickinantidumpingactions,countervailingdutiesandotherprotectionistmeasures.Thefinancialcrisisisnowspillingoverintotherealeconomy,hittingsectorslikemanufacturingandservices.Inalmostallcountries,f
4、actoriesareclosingandunemploymentisrising,creatingpoliticalpressureandsocialproblems.Moreandmoregovernmentsarestrengtheninginterventionintheireconomiesundertheexcuseof'economicsecurity'andprotectingvulnerabledomesticindustriestocurbimportsfromothercountries,especiallythoseineme
5、rgingmarkets.Tradeprotectionismdiffersfromlegallyacceptablemeasurestoprotecttrade.Itisanabuseofremediesprovidedbymultilateraltraderules.Thiskindofprotectionismismorphingintomorecomplexanddisguisedforms,rangingfromconventionaltariffandnontariffbarrierstotechnicalbarrierstotrade,
6、industrystandardsandindustryprotectionism.Withtheeconomiccrisisworsening,cautionmustbetakeneveninemployingtradeprotectionmeasuresconsistentwithWorldTradeOrganizationrules.AttheGroupof20FinancialSummitinNovember2008,worldleaderscalledforcountriestoresisttradeprotectionismandcomm
7、ittedthemselvestorefrainingfromerectingnewbarrierstotradeandinvestment,amessagestronglyechoedbytheAsia-PacificEconomicCooperationsummitattheendoflastyear,andtheWorldEconomicForumheldinDavoslastmonth.Historytellsusthattradeprotectionmeasureshurtnotonlyothercountries,buteventuall
