3、leinunderdevelopedsocietiesinthemid-1980swasestimatedbytheUnitedNations(UN)tobemorethan100million.Theso-called“new”homelessliveinthedeveloped,industrializednationsofEurope,NorthAmerica,andEastAsia.Accuratestatisticshavebeenimpossibletoverify,inpartbecauseofthecon

4、flictingviewpointsonthesubjectofhomelessness.Politicians,lawyers,andotherswhobecomeadvocatesforthehomelesshavesaidthattherearefrom2to3millionhomelessintheUSalone.Otherswhohavestudiedtheproblemfromalesssympatheticpointofviewsuggestthatthenumberiscloserto300,000.On

5、ereasonforstatisticaluncertaintyisthecompositionofthehomelesspopulation.Somefamiliessuffertemporarypovertybecauseoflossofajob.Unabletoaffordrentormortgagepayment,theymaytemporarilyjointheranksofthehomelessofthehomelessforaperiodofdaysorweeks(ortheymaylivewithrela

6、tives).Onceanotherjobisfound,thefamilycanusuallyaffordshelteroncemore.Thenumberofthosewhoaretrulyhomelessconsistofpossibly3percentorlessoftheverypoor.Theirmostcommoncharacteristicispoverty,thoughsomeworkatleastpart-time,whileothersreceivevariouskindsofwelfarepaym
