2、standardoffixeddatetosubstitutetheclassificationoftheexistingenterpriseandthenewconstruction,extensionandreconstruction(NCER)enterpriseinpreviousstandard.Thetimedividedisdeterminedaccordingtotheimplementationdateofthisstandard.TheorganizationsbuiltbeforeDecember31st,1997arerequiredtoimplementthe
3、limitinthefirsttimephase.TheorganizationsbuiltaftertheJanuary1st,1998arerequiredtoimplementthelimitinthesecondtimephase.Asfortheapplyingscopeofthestandard,theprincipleisclearthattheintegratedwastewaterdischargestandardcannotoverlapwiththetradedischargestandard.Wastewaterdischargedfromthepaperind
4、ustry,ship,ship-buildingindustry,off-shoreoilexploitationindustry,dyeing&finishingoftextileindustry,meatprocessingindustry,syntheticammoniaindustry,ironandsteelindustry,spacepropellant,ordnanceindustry,phosphatefertilizerindustry,causticalkaliandpolyvinylchlorideindustriesisrequiredtoimplementth
5、ecorrespondingnationaltradestandards.Alltheotherorganizationsdischargingwastewaterarerequiredtoimplementthisstandard.Excepttheabove-mentioned12trades,thefollowing17issuedwaterpollutantsdischargestandardsareincludedinthisrevision.Comparedwiththepreviousstandard,thestandardlimitsinthefirsttimephas
6、earekeptonthesameleveloftheNCERenterprisesofthepreviousstandard.Inordertocontrolthecharacteristicpollutantsandotherpoisonousandharmfulpollutantsinthewaterpollutantsdischargestandardsonthe17specialtradesthathavebeenincludedinthisrevision,10itemsforcontrolareadded.Asforthestandardlimitsofthesecond
7、timephase,40itemsforcontrolareadded.ThemaximumallowabledischargeconcentrationoftheitemssuchasCOD,BOD5isrestrictedproperly.ThestandardsubstitutesGB8978-88andthefollowingstandardssincetheenforcementdateofthisstandard.GBJ48-83D
