5、udgetbeforeJulybureauofficeofthesecretary,thecomprehensiveafterexaminationandapprovalbytheminister,thePresident'sbudgetoffice・InJulyandAugust,thebudgetofficeandvariousdepartmentswillanalyzeanddiscusstemporarybudgets・InSeptemberandOctober,thePresident'sbudgetwasset;InDecember,thePre
6、sidentpresentedthenextarmualfederalbudgettocongress・FromthebudgetoftheUnitedStates,thepreparationofthefirst18monthsbeforethebudgetofficiallytakeseffectprovidesampletimeforgatheringdataandconductingrelevantarguments・Beabletoensuretheobjectivityandscientificnatureofthebudgetitself,an
