3、y,definiteandmoderatelydecentralizingandauthorizing,andthetarget-orientedmotivating,toachievetheaimsofrationalresourceallocation,effectivestrategyimplementation,consistentmanageimprovementandthesteadyvalueincreaseoftheenterprises.Theoriesandpracticesprovethatbyeffectiveint
4、ernalcommunicationandtheprediction,coordinationandcontrolofbudgetmanagement,thecomprehensivebudgetmanagementenablesthecompanytohaveamoredefinitebudgetgoal,highermanagingefficiency,betterdevelopingquality,andbetterresourceallocation,whichcancarryoutthetargetsofacompany.Itis
5、notaninnovationofcompany’sfinancialmanagement,butalsoareforminthewholemanagementofthecompany.Atpresent,suchamodelisadoptedbymanyenterprisesbutitfailstomeettheexpectation.Peoplefocusmoreonthetechniquetermstofindthereasonswhileignoringthemostimportantfactor—humanresource.Tra
