1、中文摘要自听证首次在行政处罚领域引入以来，一直以民主理念作为我国听证制度的核心内容，在我国有着广阔的生存和发展空间。在公共决策领域，我国稳定的法制环境，理性的民主制度，这些都为听证制度在我国的建立奠定了基础。在公共决策领域，这一制度也进行了有益的探索并得到了初步的肯定。公共决策听证制度的引进为公民参与公共决策提供了崭新的渠道，是推进我国政府决策民主化的有效途径。然而，作为一项新生事物，公共决策听证制度在我国的发展并不尽如人意。目前我国还没有建立起适合我国国情的公共决策听证制度，我国的公共决策听证无论在法律法规、听证目标的定位还是听证程序等方面都存在诸多问题。本文的写作立足于对听证制度一般原理
