1、南昌大学硕士学位论文中国基本养老保险关系转移接续问题研究姓名：杨静申请学位级别：硕士专业：社会保障指导教师：文卫勇20120603摘要伴随着我国经济制度改革的深化，市场经济体制的完善，劳动者跨地区流动就业的频繁，我国基本养老保险的覆盖范围也在不断扩大，参保者养老保险关系转移接续的难题就逐渐暴露出来。其困难主要表现在城镇企业职工的跨统筹区域转移，职工在企业和机关事业单位之间的转移以及农民工在城市和农村之问的转移。为解决这些难点问题，国务院于2009年12月出台了《城镇企业职工基本养老保险关系转移接续暂行办法》，该办法在一定程度上解决了转移的难题，保护了职工的养老保险权益，但是它并没有

2、从根本上解决问题，只是一个权宜之计。养老保险关系转移难的主要原因：1．统筹层次低，养老保险制度管理的“碎片化”；2．现行财政体制的缺陷造成的“分灶吃饭”的地方利益格局；3．养老保险制度改革转轨造成的转制成本和个人账户“空账”运行；4．社会保险法以及相关政策的滞后。本文还提出了构建解决转移接续难题的基本思路，并结合公平理论和政府干预理论，从改革户籍制度、做实个人账户、完善金保工程、统一经办流程等方面提出若干建议和措施。关键词：养老保险关系转移接续全国统筹Il——————————————些塑璺L一一AbstractWiththedeepeningofeconomicstructurer
