1、018/003/010.004September2010CONSULTATIONPOLICYPURPOSETosetoutthejointlyagreedarrangementsforconsultationbetweenRoyalBerkshireFireAuthorityandRoyalBerkshireFireandRescueService(RBFRS)andtherecognisedRepresentativebodies,theFireServicesUnion,RetainedFi

2、refightersUnionandUNISON.ThecommitmenttodeveloptheeffectivenessofconsultationprocesseswithinRBFRSisbasedonthebeliefthatthemaximuminvolvementofallofthestaffandtheirrepresentativesintheworkoftheFireAuthoritywill:·improvetheeffectivenessandefficiencyofs

3、ervicedeliveryandthereforepromote‘BestValue’.·contributetothejobsatisfactionofstaffandthereforetomoralewithinRBFRS.·promotepartnershipbetweenRBFRSManagementandtheRepresentativebodiesattimeofchangeandchallengefortheFireService.DEFINITIONSConsultationf

4、orthepurposesofthispolicymeanstheexchangeofinformationbetweenRBFRSManagementandtheRepresentativebodiespriortodecisionmakingbyRBFRS,withtheaimofensuringthattheviewsofRBFRS’staffareunderstoodandtakenintoaccount.Theprocessofconsultationwillmakestaffmore

5、awareoftheplansandprogressoftheFireAuthorityandoffersafurtheropportunityforstaffandontheirbehalf,theRepresentativebodies,tocontributetotheworkofRBFRSandtoimprovethequalityofitsdecision-making.SCOPEConsultationcancoverawiderangeofissuesconcerningthewo

6、rkofRBFRSandtheworkinglivesofitsstaffandshouldcoveratleastthoseissuesdescribedintheEuropeanUnionInformationandConsultationDirectiveandthearrangementsforconsultationshouldasaminimumfollowtheUnitedKingdomRegulationsfall-backprovisions.Theonlyissueswhic

7、hareexcludedare:·Individualcasesofdiscipline,grievance,efficiencyorpromotion,whichareconfidentialtotheparticularmemberofstaffconcerned.·Matterswhichrequirecollectiveagreementforwhichthereisaseparatenegotiationprocedure.Employmentlegislationalsorequir

8、esthatemployersconsultRepresentativebodiesinrespectofanumberofissues,forexampleproposedredundancies,transfersofundertakingsandhealthandsafetyatwork.AseparateprotocolforConsultationonChangestoStaffingStructureshasbeenagreedwiththeFireServicesUnion,whi
