6、years2006-March2010promisedtothelocalcommunityintheTottenhamHaleMasterplan.TheTottenhamHaleMasterplan2006committedtomaking“improvementstothesouthernsectionofthepark”andsuggetedthiscouldmeana“newplaygroundandenhancedyouthfacilities”.ThisMasterplan(2006

7、)wasconsultedonin2006andisaregisteredLDFdocument.TheCouncilneglectedopportunitiestoachievefundingforitfromGrowthAreaFunds,S106andothersourcesoffunding.2.From2007to2009localgroupslookingforinformationandactiononfundingforDownLaneParkwereexcluded,rebuff
