1、摘要作为公共服务重要组成部分的农村公共服务，是为了满足农村居民的公共需求而提供的社会服务。由于农村公共服务具有非排他性和非竞争性的特性，以及政府在其中有着不容推卸的责任，农村公共服务的主要供给者是国家和基层政府。建国以来，我国一直实行城乡二元的公共服务供给体制，再加上国家对城市公共服务供给的倾向性，使得农村公共服务的供给严重不足，这不仅束缚了农村生产力的发展，也使得农民在生存权和发展权上未能与城市居民享受同样的权利，制约了农民生活水平的提高。因此，需要对我国农村公共服务供给中存在的问题进行深入研究，在把握当前农村公共服务供给现状

2、的基础上分析出其存在的问题，进而提出解决问题的建议。本文以公共产品理论和福利经济学理论为理论基础，以农村公共服务供给方式为主线，研究了政府在农村公共服务供给上作为主导地位的依据以及在公共服务供给中开拓多种渠道，形成供给主体多元化、引入竞争机制的可能性的问题。进而从当前我国农村公共服务供给的现状出发，分析出导致农村公共服务供给存在不足和匮乏的原因，提出了解决我国农村公共服务供给问题的具体建议：即完善财政制度，改革政府间财权和事权的关系；构建由多种主体参与的农村公共服务供给体系；畅通农民的需求表达渠道，构建符合我国国情的供给决策机制
