1、华中师范大学硕士学位论文促进独立学院发展的政策研究--以湖北省独立学院为例姓名：胡飞帆申请学位级别：硕士专业：公共管理指导教师：姚锐敏2012-11⑧硕士学位论文MASTER’STHESIS摘要改革开放以来，我国的经济建设取得了飞速发展。在经济建设高速发展过程中，对于人才的需求矛盾凸显，正是由于这种需求，促使了我国民办高等教育事业的迅猛膨胀，截止到2011年9月我国高等教育毛入学率从2005年21％上升到2011年的26％，实现了高等教育大众化。民办高校作为高等教育的重要组成对实现大众化教育做出了重要贡献，发挥了应有的作用。湖北省作为教育大省，其民办高等教育走在前列，到目前为止已经实

2、现了规模化发展，并且在市场需求的作用下，部分民办高校深挖办学特色，提高办学质量，取得了很好的成绩。在民办高校中最大的组成部分是独立学院，湖北省现有独立学院31所(包含已经转制的4所)，从2002年起到2011年9月我省独立学院在校生人数一直占居全国之首，但是“规模已经形成，内涵有待提高”。值得肯定的是各独立学院已将发展中心从规模扩张转入特色内涵发展。按照教育部26号令要求，独立学院将陆续完成转制工作，其中有4所已经完成转制。因此我省民办独立学院处于重要转型期，我们应该对政府在此期间是否会对由各种背景成长起来的独立学院制定新的政策，以及独立学院自身发展是否有科学的定位，作为探讨的内容，
