1、捅要货币政策效应时滞是影响一个国家货币政策有效性的重要因素之一，其中货币政策外部效应时滞问题最具影响力。全面深入的研究货币政策外部效应时滞，不仅可以推动理论界在研究货币政策效应方面的发展，更是在实践中为货币当局在经济变动时何时出台相关的政策进行宏观经济调控提供了借鉴材料，具有十分重大的参考价值和现实意义。本文在理论部分明晰了货币政策效应时滞的内涵，并对货币政策外部效应时滞的传导渠道和形成机制进行了深入的探讨，找出形成货币政策外部效应时滞的根本原因。在实证部分查找了2003年至2012年的季度数据，选取M1、准货币及同业拆借率作为冲击变量，建

2、立向量自回归模型，运用脉冲响应函数与方差分解技术进行实证研究。考察货币政策不同传导渠道对国民生产总值增长率(GDP)、居民消费物价指数(CPI)及国际收支差额(CAL)等产生的外部效应时滞。然后，根据实证结果得出结论：时滞对货币政策的中介目标有诸多的限制；货币供应量作为中介目标的适应性降低；利率作为中介目标的条件尚未达到；信贷规模不适合作为中介目标。最后在本文的最后一部分，根据实证得出的结论提出相应的针对性的对策与建议。关键词：货币政策，外部时滞，脉冲响应函数，方差分解技术AbstractTheeffectlagofmonetarypoli
