3、ctiveandopinionbased.Iwouldrecommendappropriateandfurtherreviewbeforetakingaction.IntentofthisdiscussionistohighlightthoseareaswheretheMarineCorps,asaninstitution,shouldconsiderapplyingresourcesinordertoimprovetheidentifiedfunctionalareas.ThisreportisaresultoftheeffortsofCaptPatriciaDi
4、enhart(PM,GTES),CaptShannonRoos(PM,Tanks)andCaptMikeHoward(PM,IWS)whotraveledcurrentUSMCbattlespacetointerviewtheMarineswhoarecurrentlyusingthegear.Additionally,Iconductedanumberofcampinterviews;thosesystemsareincludedinthisreport:Dustabatement–remainsahighpriorityfortheMEFandaffectsun
5、itsthroughoutthebattlespace.MypersonnelexperiencesuggeststhatthistypeofmaterielneedstocomeintotheatreASAP.Dustincertainareasisgreaterthan6”deepandverymuchlikeafinetalcumpowder.Footandvehicletraffic,alongwithever-presentwinds,canreducevisibilitytolessthan50’feetinamatterofmoments.Convoy
6、operationsbecomeexceedinglydifficult,airoperationscometoahaltandlivingconditionsforMarinesbecomeintolerable.AbiggerconcernisthatcommandersinthefieldarefacedwithaCatch-22situationofsprayingoilontheground(hazmat,environmentalissuesina“wintheheartsandmindsenvironment”)vs.functioning.C4IIs
7、sues-InteroperabilityofvariousCommunicationsequipmentwasanissueinallC3vehiclesandCOCs(Tanks,LAR,AAVs).Marineswereoverwhelmedwiththehighnumberofvariedcommunicationsequipmenttheywereexpectedtouse.Routinely,communicators,operationsofficers,andcommandersfoundthemselvesininformationoverlo
