1、中南大学硕士学位论文共赢：流动人口聚居型“城中村”改造策略研究姓名：邹哲申请学位级别：硕士专业：城市规划与设计指导教师：蒋涤非20100501摘要本文从空间区位、环境建设、社会管理和经济发展等角度，深入分析流动人口聚居型城中村的形成原因、现状存在的主要问题，继而对城中村改造涉及的相关利益主体进行全面分析，从国内新形势出发，重新审视现行改造策略的缺失，指出规划改造难以实施的根源实际上是各利益主体的利益分享问题。由此从改造目标和理念上，提出城中村改造须从偏重单方利益转变为注重多方共赢，认为实现共赢的核心问题是：在政府的公正引导下，兼顾村民的可持续生计，考虑流

2、动人口的居住福利，并将多方可共享的利益最大化。在改造策略上，在政府的公正引导的原则下，把经济利益和策略突破两大要素结合，对于不同的城中村采用不同的改造模式，在实施措施本文针对实现共赢的核心问题，提出从完善拆迁补偿机制、调整社会保障制度等方面来保障村民的可持续生计，并加大廉租公寓建设来解决流动人口居住问题，吸引有实力有信誉有品牌的大型开发商参与城中村改造，并可以通过物质环境的规划来提升地块价值，保证多方利益的持续增长，并在政府相关配套政策制定方面进行了探索。关键词城中村，城中村改造，流动人口，策略，共赢ABSTRACTThethesisanalysesin
