2、opetoseeinanimalwelfareitreallycanbeseentobeachampionfordevelopingahumanedistrictforallanimals.Withinthedocumentwehavetriedtorecognisethevitalrolethatanimalsplayinourlivesandtheneedtoaffordthembasicrights.Fortoolongwehaveregardedanimalsasservantsofpeopleandthisunfortunatelyinso

3、mecaseshasledtotheirbasicrightssuchasfreedomfrompain,freedomfromrestraintandtheirrighttolifebeingsubjugatedtoourrights.WeallneedtorecognisethatwherepossiblethosefreedomsenjoyedbyusshouldbeextendedtoanimalsandIhopethatthisCharterstartstheprocessofstartingtoeliminatecrueltytoanim

5、gastateofwellbeingandequallycapableofsufferingandthereforeconsidersanimalshavetherighttoenjoyfivebasicfreedoms:•Freedomfromfearanddistress.•Freedomfromhungerandthirst.•Freedomfrompain,diseaseandinjury.•Freedomfromunnecessaryconstraint.•Freedomfromphysicaldiscomfort.Thischarterd

6、oesnotcovereveryaspectofanimalwelfare,butitdoesaimtodetailthoseareasthatthecouncilconsidersimportantandwhereitfeelsitcanhavesomeinfluenceasaresponsibleandrepresentativepublicbody.TheCouncilsupportsallcurrentanimalwelfarelegislationandrequeststhatMembersofParliamentsupportanyleg

7、islationthatwillimproveanimalwelfareconditionsinlinewiththefivebasicfreedomsoutlinedabove.StatutoryDutiesTheCouncilhasastatutorydutytolicencecertainestablishmentswithinthedistrict,thesebeing:•PetsShops.•DogBreedingEstablishments.•DogandCatBoardingEstablishments(IncludingHomeBoa
