2、ionaleconomyisoneoftheimportantpartsofregionaleconomy．Countyregionaleconomyplaytheroleofbridgethatconnectthecityandcountryside，linkupeachindustrystatus．Atthebeginningofcentury,“ExpandtheCountyregionaleconomy’’isadvancedintheSixteenthNationalCongressoftheCPC，“Developvigorouslythe

3、Countyregionaleconomy’’isputforwardintheThirdPlenarySessionoftheSixteenthCentralCommitteeoftheParty．AstheweaknessofconstructingWell—offsociety,countyregionaleconomygetstheattentionandregardincreasingly．GansuisalessdevelopedareaintheWestward．countyregionaleconomyisthefoundationof

4、sustainedgrowthofthenationaleconomy,butitistheweakestpart．Asinconvenienttransportation，deficientresources，unenlightenedinformation，frequentnaturaldisasterandsoon，countyregionaleconomybasedontheSelf-sufficientagriculturewhichisimportantemploymentavenueandSOUrceofincomeinthepoorat

5、eas。Thebackwardofcountyregionaleconomyshows：theunreasonableindustrialstructure，systemofownershipstructureimbalance，marketeconomydevelopingslowly,deficientfund，backwardintechnology,lowcultureandeducationlevel，ineffectiveexploitanduseofresources．Thus,thedevelopmentdegreeofcountyre

6、gionaleconomyinpoorate,ashastherelationswiththeextentofimproveofeconomicalcomprehensivestrengthinGansuandtheraceofcastingoffpovertyandsettingoutonaroadtoprosperityinpoorareas．Onthebasisofcountyregionaleconomytheory,thispaperanalysesthedevelopmentinpoorareasofGansu．Accordingtothe
