1、国税发[2005]61号增值税一般纳税人纳税申报“一窗式”管理操作规程   一、为加强增值税一般纳税人（以下简称纳税人）征收管理，规范纳税申报“一窗式”管理（以下简称“一窗式”管理）操作，提高工作效率，优化纳税服务，根据《中华人民共和国税收征收管理法》和《中华人民共和国增值税暂行条例》等有关税收法律、法规规定，制定本规程。   二、“一窗式”管理是税务机关以信息化为依托，通过优化整合现有征管信息资源，统一在办税大厅的申报征收窗口，受理增值税一般纳税人纳税申报（包括受理增值税专用发票抵扣联认证、纳税申报和IC卡报税），进行票表
