1、TheOperationalEnvironmentTRADOCG2May2009FOREWORD:THENEXTWARHistorically,USmilitaryleadershavepreparedforfutureconflictbyanalyzingthesuccessesandfailuresofthepast.Theoncepredominantmethodofidentifyingandreviewinglessonslearnedisnolonger,byitself,areliablewayofpr

2、eparingforthenextwar.Inastrategicenvironmentinwhichthenatureofconflictisdynamicandmultifaceted,lessonslearnedmustbeviewedwithcaution.Poorapplicationoftheselessons–viewingthemwithoutthepropercontext–canbedangerousonmanylevels.WhatworkedinoneOperationalEnvironmen

3、t(OE)couldeasilyleadtodisasterinanother.Analystsmustknowtheconditionsofeachenvironmentbeforedeterminingwhetherpastlessonsareapplicable.AholisticviewisnecessaryinanalyzingtheenvironmentinwhichUSforcesoperate.Thisviewrequiresmorethanjustareviewoflessonslearnedora

4、nassessmentoftheenemy’smilitarycapabilities;itrequiresaframeworkfromwhichtoassesstheentireenvironment.Thechangingscopeofwar–oneinwhichadversarieswilluseallavailableapproachestochallengeUSforces–meanstheUSmustoperateinandmanageallaspectsoftheOE.TheWhitePaperthat

5、followsprovidesanoverviewoftheOEframework–themodelofanalysisforallpotentialfuturethreats.BeforelookingattheOEframework,though,itisbeneficialtoexaminefirstthetypesofthreatstheUSmightfaceinthenextwar–thecharacteristicsofthestrategic,operationalandtacticalchalleng

6、esthatmightlieahead.Ifwelookaheadjustafewyears–to2025–wecanmakethefollowingprojectionsabouttheenemiesUSforcesmayface:StrategicDesignsInordertodevelopeffectivestrategy,militaryleadersmustconstantlyassesstheiropponents.PotentialUSadversariesarenoexception.Overthe

7、pastdecade,threatsandprobablethreatshaveobservedseveralchangesinUSmilitaryposturethatultimatelywillaffectthewaytheyattempttoconductwaragainstUSforces.PotentialenemieshavenotedachangeinUSmilitaryposture–fromagloballyforward-deployedforcetoonethatislessglobalandb
