1、西沙群岛旅游开发风险评估与安全保障摘要随着社会的不断进步与科技的飞速发展，人们的旅游需求不断提高，海岛成为世界重要的旅游目的地。在海岛旅游方兴未艾的同时，中国的海岛旅游开发也步入了一个快速发展的阶段。我国南海海域面积广阔，岛屿众多，其中西沙群岛旅游开发条件相对成熟，其旅游开发也列入海南国际旅游岛建设口程，同时西沙群岛的开发对宣示我国领土主权、保障国防安全有着重要意义。但是，西沙群岛属于典型的脆弱性海岛，远离大陆、面积狭小、地域结构单一，且生物多样性低、稳定性差，生态系统十分脆弱,加之地理位置的军事
2、意义，西沙群岛的旅游开发面临一定风险。木文在西沙群岛旅游开发现状的基础上，从经济、社会及生态三方面分析其所面临的风险，全文按照风险识别、风险评估、风险应对的思路进行。通过建立西沙群岛旅游开发风险评价指标体系，运用AHP层次分析法确定各大风险因子指标权重，使用FCE模糊综合评价法对整体开发风险进行评估，最后针对高风险因子提岀合理有效的解决方法以及安全保障的途径。希望帮助政府和旅游开发商以及景区管理者采取措施，有效地预防与规避开发过程屮面临及导致的风险，最大程度降低开发过程屮因风险带來的各种经济、社会
