4、regardtotheopinionoftheEconomicandSocialCommittee(2),Whereas,inlinewiththeCommunitystrategyforwastemanagementsetoutinCouncilresolutionof7May1990Actinginaccordancewiththeprocedurelaiddowninonwastepolicy(5)andCouncilDirective75/442/EECofArticle189boftheTr
5、eaty(3),15July1975onwaste(6),themanagementofpackagingandpackagingwasteshouldincludeasafirstpriority,Whereasthedifferingnationalmeasuresconcerningthepreventionofpackagingwasteand,asadditionalmanagementofpackagingandpackagingwasteshouldfundamentalprincipl
6、es,reuseofpackaging,recyclingandbeharmonizedinorder,ontheonehand,topreventanyotherformsofrecoveringpackagingwasteand,hence,impactthereofontheenvironmentortoreducesuchreductionofthefinaldisposalofsuchwaste;impact,thusprovidingahighlevelofenvironmentalpro
7、tection,and,ontheotherhand,toensuretheWhereas,untilscientificandtechnologicalprogressisfunctioningofthe-internalmarketandtoavoidobstaclesmadewithregardtorecoveryprocesses,reuseandtotradeanddistortionandrestrictionofcompetitionrecyclingshouldbeconsidered
