1、招标控制价中综合单价的确定问题研究摘要招标控制价作为《08清单规范》中的新定义名词，是按照正常的施工条件制定的，反映的是社会平均先进水平。它是为了避免投标人串标、哄抬标价而出台的控制最高限价的规定。招标控制价的编制是工程量清单计价活动中的一部分，采用工程量清单计价的建设工程造价包括分部分项工程费、措施项目工程费、其他项目费、规费和税金。其中分部分项工程费采用的综合单价计价是招标控制价确定中的重点问题，也是本文研究的重点。本文根据对综合单价各组成部分的分析，确定出定额套用、材料价格确定和风险范围确定等三个关键问题

2、。对于定额套用问题，通过相关文献分析，识别出定额套用的三种不同情况，分别用相关算例加以验证；对于材料价格确定问题，引入项目特征描述的影响，建立了相应的询价体系，保证材料价格的准确可靠；对于风险范围确定问题，本文首先识别出综合单价需考虑的风险因素，通过建立综合系数法模型对各风险因素进行量化分析，进一步提高综合单价的准确性。本文通过对招标控制价中最主要部分——综合单价的确定进行研究，为业主对招标控制价的有效管理提供一些解决思路。关键词：招标控制价综合单价定额套用综合风险系数材料价格AStudyoftheDeterm
