3、GeneralProvisionsArticle1Thislawisenactedtostrengthendrugadministration,toensuredrugqualityandsafetyforhumanbeings,toprotectthehealthofpeopleandtheirlegitimaterightsandinterestsintheuseofdrugs.Article2Allinstitutionsandindividualsengagedinresearch,production,distribution,use,ordrugadministrationin

4、thePeople'sRepublicofChinashallabidebythislaw.Article3Thestatedevelopsbothmodernandtraditionalmedicinestogivefullplaytotheirroleinpreventionandtreatmentofdiseasesandinmaintenanceofhealth.ThestateprotectstheresourcesofnaturalcrudedrugsandencouragesthecultivationofChinesecrudedrugs.Article4Thestatee

5、ncouragesresearchanddevelopmentofnewdrugsandprotectsthelegitimaterightsandinterestsofcitizens,legalbodiesandinstitutionsengagedinthisfieldofendeavor.Article5thedrugregulatorydepartmentundertheStatCouncilshallberesponsiblefordrugadministrationsnationwide.TherelevantdepartmentsundertheStateCouncilsh

6、allberesponsiblefortherelatedadministrativeworkwithinthelimitsoftheirduties・Thedrugregulatoryofthepeople'sgovernmentsofprovinces,autonomousregions,andmunicipalitiesdirectlyundertheCentralGovernmentshallberesponsiblefordrugregulationintheiradministrativeareas.Therelevantdepartmentsofthesaidpeople's

7、governmentsshallberesponsiblefortherelatedregulatoryworkwithinthelimitsoftheirduties.ThedrugregulatorydepartmentundertheStateCouncilshallcooperatewiththecompetentdepartmentsforcomprehensiveeconomicadministrationu
