1、ReportoftheTechnicalConsultation21-22March2018Geneva,SwitzerlandPage1of15CONTEXTAttheHigh-levelMeetingoftheUNGeneralAssemblyonthePreventionandControlofNon-12communicablediseases(NCDs)in2011and2014,multiplecommitmentsweremadebycountries,andcallsweremadeuponmulti

2、lateralanddonoragenciestosupportnationalefforts.Subsequently,WHOMemberStatesagreedattheWorldHealthAssemblytoa25%reductioninprematureNCDmortalityby2025(“25x25”)andthenadoptedasetofriskfactorandhealthsystemresponsetargetswhich,ifachieved,wouldensureachievementoft

3、he25x25mortalitytarget.In2015,theUNGeneralAssemblycommittedtothe2030AgendaforSustainableDevelopment,whichincludesaspecificNCDtargetwithinthehealthSustainableDevelopmentGoal3,i.e.one-thirdreductionofprematureNCDmortalityby2030throughpreventionandtreatmentandprom

4、otementalhealthandwellbeing(SDG3.4).Thesetargetswillnotbemetunlessactionisaccelerated.Businessasusualisinsufficientandurgent.Actionsarerequirednowbyallcountriesandallinternationalorganizations,especiallyUNagencies.Progresswillbeacceleratedby:beingmoreboldandcl

5、earaboutthemagnitudeofprematuremortalitycausedbyNCDs(15million3lives)andtheglobaleconomiccost(possiblyUS$7trillioninlow-andmiddle-incomecountries4over15years);5re-framingtheNCDchallenge(includingre-thinkingthe“4x4”approach),reflectingalife-courseapproachforthe

6、preventionandcontrolofNCDs,includingacompellingvisionwithincreasedattentiontomentalhealth;anagreedsetofprinciplesandvaluestoguidenationalandinternationalresponses;reducingthecomplexityandmultiplicityofthecommitmentsmadebycountriesandinternationalorganizations

7、byprioritizingaction;increasingtheresourcesavailable(personnelandfinancial),especiallyforlow-incomecountries;buildingcapacitytoengageconstructivelyandnegotiatewiththeprivatesector,includingPublic-PrivatePartnerships(PPPs),toencouragetheircontributiontoeffecti

8、veimplementationofgovernment-determinedandgovernment-ledNCDpoliciesandinterventions,includingbyencouragingtheprivatesectortoprovidesustainablefinancingandshareknowledge,expe
