1、中文擒要III中文摘要发展战略性新兴产业是“十二五"时期黑龙江省优化产业结构，提升产业竞争力，转变经济发展方式，促进龙江经济又好又快发展的重要举措。本文试图以产业集聚理论为切入点，探讨如何促进黑龙江省战略性新兴产业的发展，这对重振东北老工业基地雄风、在新一轮经济增长中占据制高点具有重要意义。论文首先阐释了战略性新兴产业集聚发展的相关理论。其次，客观地描述了黑龙江省战略性新兴产业发展的现状，并运用行业集中度和产业集聚指数两个定量指标测量目前黑龙江省战略性新兴产业的集聚水平，得出产业集聚水平低的结论，究其原因

2、主要有经济发展整体水平不高、产业规模偏小、创新能力弱等等。再次，从基础设施、政策保障、资金配置、技术供给、智力支持等多方面系统地论述了黑龙江省战略性新兴产业集聚发展的有利条件，并从短期和长期两个角度分析产业集聚发展带来的经济效应。最后，通过对比分析国内外新兴产业集聚发展的成功案例，在总结它们发展经验的基础上，结合黑龙江省实际发展情况，提出战略性新兴产业集聚发展的总体思路、具体构想和合理化的对策建议。关键词：战略性新兴产业：产业集聚；聚集发展；行业集中度黑龙江大学硕士学位论文AbstractThegover
