4、Technology.iiIntroductionIstheNorthAtlanticTreatyOrganization(NATO)capableoftransformingsothatitcanstbeaneffectivemilitaryallianceintheearly21century?CriticsoftenderidetheAtlanticAllianceasincapableoftransformationalinnovationsbecauseofitspolitical,military,technological,andbudgetary

5、constraints.YetNATO’softencumbersometrackrecordcontainsatleastonerecentdeparturethat,mostcriticswouldconcede,isanimportantinnovationbecauseitpromisestostrengthentheAlliance’scapacitytoperformnewmissionsoutsideEurope.ThisdepartureisthecreationoftheNATOResponseForce(NRF),awhollynewNATO

6、forceforexpeditionaryoperationsthatwasproposedinlate2002andcameintobeingintherelativelyshortspanoffouryears;itisscheduledtoreachfulloperationalcapability(FOC)inlate2006.TheNRFisplannedtobeasmallbutpotentforceofabout25,000distributedamongabalancedcombinationofground,air,andnavalunits.

7、Itistobeajointforcewiththeadvantagesofmoderninformationnetworksandotherassetsthatenableittooperatewithhigheffectiveness.Itisintendedtoperformawidespectrumofdemandingmissions,tobeinteroperablewithtechnologicallysophisticatedU.S.forces,andtohelpstimulateoveralldefensetransformationwith
