1、摘经济体制的市场化，人口结构的老龄化，养老保险基金投资运营的低效率等一系列因素使我国目前的养老保险基金缺口越来越大。养老保险基金缺口问题的存在直接威胁到养老保险制度本身所应具备的“社会共济”的特征。从我国社会养老保险制度本身进行分析来解决养老保险基金的缺口问题显然有些过于片面，因此，要解决我国养老保险基金缺口问题，必须在结合我国经济发展与社会的现实基础之上，并借鉴国外养老保险制度在基金运营与管理方面的成功经验，用切实可行的措施来解决我国的养老保险基金存在缺口的问题。论文从中国当前的养老保险制度运行中出现的问题出发，结合中国经济运行状况和未来社会经济发展格局

2、，进一步思考了中国养老保险制度的选择与目前养老保险基金的缺口问题。在借鉴国外养老保险制度的基础上提出了弥补养老基金缺口的措施：加大养老保险基金的覆盖面；延长退休年龄；将财政支出优先用于社会保障支出；稳步推进将国有资产转化为养老保险基金的工作，尽快补偿转制成本；大力推进证券市场的规范化进程，促进证券市场健康发展；尽快制定和完善有关养老保险基金投资多元化的法律和实施细则。关键词：人口老龄化：养老保险基金缺口；存量还债法AbstractThemarketeconomicsystem，theagingofthepopulmionstructure，thelowef
