2、LLINGALSOthat,byresolution12,theConferenceofContractingGovernmentstotheInternationalConventionfortheSafetyofLifeatSea(SOLAS),1974,beingoftheopinionthatitwouldbedesirablethatships,inparticularpassengerships,befittedwithvoyagedatarecorders(VDRs)toassistininvestigationsintocasualties,req
3、uestedtheMaritimeSafetyCommitteetodevelop,asamatterofurgency,operationalrequirementsandperformancestandardsforsuchrecorders,takingintoaccountanypotentialhumanelementimplications,NOTINGthatconsiderationisbeinggiventothedevelopmentofcarriagerequirementsforVDRsforinclusionintheSOLASConve
4、ntionattheearliestopportunity,HAVINGCONSIDEREDtherecommendationsmadebytheMaritimeSafetyCommitteeatitssixty-eighthsessionandbytheSub-CommitteeonSafetyofNavigationatitsforty-thirdsession,1.ADOPTStheRecommendationonPerformanceStandardsforShipborneVoyageDataRecorders(VDRs),setoutintheanne
5、xtothepresentresolution;2.INVITESGovernmentstoencourageshipownersandoperatorsofshipsentitledtoflytheirflagtoinstallVDRsonsuchships,assoonaspossible,especiallyconsideringthatthecarriageofVDRsmaysoonbemademandatoryundertheSOLASConvention;3.RECOMMENDSGovernmentstoensurethatVDRsinstalledo
