2、argelysuccessfully,transmutedthecrisisthatemergedfrommassiveliquidityproblemsandpotentialcollapseofthebankingsectorintoaproblemoftoomuchpublicexpenditure(Irvinetal.2010).Labour,theargumentgoes,hadthroughuncontrolledpublicspendinglefttheincominggovern
3、mentwithamassivedeficitandtheprimetaskofresponsiblegovernmentpolicyistolowerandthenremovethedeficitwiththebulkofreductiontobeachievedthroughcutsinspendingonpublicservices.Hencethe2010comprehensivespendingreview(CSR)soughttoreducethecostsofadministrat
4、ioningovernmentdepartments.ChancellorGeorgeOsborneestimatedthat490,000publicsectorjobswouldbecutoverthefive-yearperiod.ThereareenormousdoubtsabouttheCoalition’sargument,notleastbecausethedeficitwascausedlargelybyashrinkingtaxbaseratherthanachangeinex
5、penditurepatterns,aproblemthatwillbeexacerbatedbycutsandrisingunemployment(TUC2010).Whatevertheclaimednoveltyofgovernmenteconomicpolicy,itspoliticalpresentationmaskscontinuitieswiththoseofthepreviousLabouradministrationintheareaofconcernhere–thecivil
6、serviceandparticularlyHMRC.Asaresultofthe2010CSRthereisaplanned25%spendingcutatHMRCoverthefouryearscoveredbythereview.LesleyStrathie,HMRC’sChiefExecutiveandPermanentSecretary,informedPCSinOctober2010thattherewouldlikelybe19%averagecutsacrossallHMRCde
7、partments(PCSGEC2010).ByApril2015,therewillbe56,000full-timeequivalentmembersofstaff,a16%reductionfromthecurrentnumberof67,500.Despitetheseverityofthesereductions,however,theyareinlinewithanalreadyestablishedtrend.Sinceitsformationin2005thedepartment
8、haslost25,000staff.NoonehasmadethecasethatstaffreductionsarearesultofthedecliningvolumeandimportanceoftheworkofHMRC.Eachjoblossthereforehasimplicationsofworkintensificationforremainingstaff,increasingthesignificanceofthenatureofthelabourprocess.PCS,t
