2、ciatedwithsponsoredprograms.MembersofUniversityResearchServices&Administration(URSA)reporttotheVicePresidentforResearch.TwoofficeswithinURSA,theOfficeofSponsoredPrograms(OSP)andResearchFinancialServices(RFS)areresponsibleforsponsoredprogramsadministrationandfunctionastheofficialUniv

3、ersitycontactbetweenvariousfundingagencies,facultymembers,communitygroups,andotherUniversityoffices.EveryGeorgiaStateUniversitydepartmentorunithasassignedrepresentativesinOSPandRFSresponsibleforassistingfacultyandstaffwithsponsoredprojectadministration.Ourwebsitecontainsadirectoryof

4、thestaffassignedtotheUniversityunits.OSP'smajoractivitiesincludeprocessinggrantsandcontractspriortosubmissiontoafundingagencyinordertoensureproposalconformitytofundingagencyanduniversityrequirements,negotiatingthetermsandconditionsofcontractswithfundingagencies;andprovidingpost-awar

5、dnonfinancialadministrationofgrantsandcontracts(e.g.,subcontractagreements,no-costextensions).RFSprovidescentralizedfiscaloversightforexternallysponsoredawardsbydeterminingthattheUniversitycomplieswithallfinancialprovisionsofawardsoragreementsenteredintowithoutsideentities.RFSrespon

6、sibilitiesincludeadvisementtoPI’sanddepartmentaladministratoronthefiscalmanagementofawards;specialstudiesrelatingtoindirectcosts;ensuringtheUniversity’seffortreportingsystemdocumentationisincompliancewithOMBCircularA-21;interpretationandimplementationofFederalguidelinesasrelatedtosp

7、onsoredprojectsadministration.TheRFSstaffisresponsibleformaintainingauditablerecordsinsupportofdirectandindirectchargestosponsoredawardsandforpreparingandfilingfiscalreportsrequiredbygrantoragenciesorcompanies.Theyperformbillingandcollectionactivitiesforcostsincurredonsponsoredaward
