5、nHouston,TX.SummaryofDepartureManagementApproachesEachapproachobservedforthisstudyisunique.AtJFK,thePortAuthorityofNewYorkandNewJersey(PANYNJ)andRampControlTower(RCT)OperatorstherehavedevelopedaMeteringProgram.Thisisaprocedureforextendingtheslotallocationprogramusedduringwinteroperatio

6、nstodailyuse.TheJFKMeteringPrograminvolvesassigningaircrafttofifteen-minutebinsaccordingtotheexpecteddeparturecapacityduringtheafternoondeparturepush.FlightcrewsarenottocontacttheGroundControllerforpermissiontotaxitothedeparturerunwaymorethanfiveminutesbeforethebeginningoftheirfifteen-
