1、赫章县论文：关于贵州省赫章县扶贫机制的研究【中文摘要】农村贫困问题一直是中国经济社会发展的一个重要问题。本论文以贵州省毕节地区赫章县为研究对象,对其贫困状况、贫困原因、扶贫工作开展情况及存在问题等进行深入的分析,重点就赫章县扶贫机制进行深度考量。通过对赫章县扶贫情况的实证调查和深入分析,认为当前赫章县乃至其他贫困地区的扶贫工作,在政府主导总体上加大贫困地区基础设施建设的前提下,应通过建立和完善一些必要的扶贫机制,着力构建大扶贫格局,整合各方面资源,充分发挥社会力量参与扶贫,形成强大扶贫合力进行扶
2、贫攻坚;应突出当地资源优势,重点以发展扶贫产业为主要手段,选准适宜贫困地区当地发展的一些优势产业,加快产业发展步伐,促进区域经济发展,实现贫困人口脱贫致富;同时应着力激发和调动贫困地区农民的主体意识,切实做好贫困地区人力资源开发工作,从根本上提高贫困农民可持续的自我发展能力,从而真正实现开发式扶贫和参与式扶贫的有效结合,最终通过扶持产业发展、促进区域经济发展、劳动力转移就业等促进贫困人口增加收入,加上农村低保制度等,统筹解决贫困问题。【英文摘要】Theproblemofruralpovertyh
