3、chwereeitherthesiteofNazicrimesoradmittedHolocaustperpetratorsafterWorldWarII.Amongthereport’shighlightsarethefollowingimportantdevelopments:1.AmajorchangeinGermany’sprosecutionpolicyhasledtorenewedeffortstobringNaziwarcriminalstojusticewhichduringthepastyearledtotheinitiationoftwone

4、wtrials,anindictment,andnumerousnewinvestigations,thebestresultseverachievedbyGermanyinthe21stcentury.2.ThelackofpoliticalwilltobringNaziswarcriminalstojusticeand/ortopunishthemcontinuestobethemajorobstacletoachievingjustice,particularlyinpost-CommunistEasternEurope.Thecampaignledbyt

5、heBalticcountriestodistortthehistoryoftheHolocaustandobtainofficialrecognitionthatthecrimesofCommunistareequaltothoseoftheNazisisanothermajorobstacletotheprosecutionofthoseresponsibleforthecrimesoftheShoa.91.ThemostdisappointingresultinaspecificcaseduringtheperiodunderreviewhasbeenHu

6、ngary’sfailureheretotobringtojusticeDr.SandorKepiro,oneoftheofficerswhoorganizedthemassmurderofatleast1,200ofciviliansinNoviSad,SerbiaonJanuary23,1942.Kepiro,whoin1944inHungarywasconvictedbutneverpunishedforthecrime,escapedtoArgentinaafterthewarbutwasexposedbytheWiesenthalCenterlivin

7、ginBudapestinthesummerof2006.2.Threenewnamesappeartinthisyear’slistof“MostWanted”Naziwarcriminals,replacingIvanDemjanjuk(#1)andHeinrichBoere(#6),bothofwhomwerebroughttotrialinGermanyduringtheperiodunderreview,andEstonianHarryMannil(#10)whodiedthreemonthsagoinCostaRica.Theauthorofther
